This post examines the testimony of tax payer funded lobbyist for the DECD corporation, Mr Douglas Ray- in which he refuses to take a stand for a bill supporting in state manufacturing but strongly supports the passing of the Expanded and Improved Seed Capital Tax Credit. Mr Rays rational for taking no stand on the former bill is that we already have enough manufacturing in the state thanks to the Pine Tree Zone tax incentives and he quotes figures claiming that the PTZ has created 7400 jobs with an average pay per year of $114864.00. The PTZ provides that the owners of the means of production will get a tax credit of up to 80% on those 7700 jobs created- which according to Lepage are the highest paid jobs in Maine and have the high end benefit packages arranged by the state in the states new government function of playing Union negotiator for the targeted sector. So not only are those the highest paid jobs in Maine but they will also come attached to the most costly payroll tax bills- with the lions share of the cost redistributed to the Maine taxpayer. The bill for the Expanded and Improved Seed Capital Tax Credit received massive Maine media coverage- all in support of its passing and none covering what is actually in the bill. I am not aware of any media coverage for the failed bill in support of in state manufacturing. Like our taxpayer funded lobbyist, Mr Douglas Ray the media simply had no opinion for or against it. Remember that when the PTZ was first passed it was designated for low income high unemployment areas- but most companies offering the top pay in the state want to be located in more cultural zones such as the state courts of Lorring and the little town that calls itself the Midcoast Regional Redevelopment Authority That designation was changed to statewide in 2009 in a bill that passed silently through the legislature- according to Republican blog praising it. goo.gl/kVl2Cw
