This was posted a a comment in a thread - but I want to put it forward as a thread of its own........ I have a suggestion to consider - get rid of the directly elected mayor system, and put in an indirectly elected mayor system - like the regional districts have (and provincial and federal levels too). In other words, we elect the people to represent us, and they choose who will chair their board. They hold annual meetings to choose their chair/mayor, and thus the mayor must keep the groups favour to stay in power. Much better way of creating a good team dynamic - and eliminates the dictatorial type mayors that we often have now. Those that dont perform are replaced. Would eliminate situations like Rob Ford in Toronto - where there was literally no mechanism to remove him, no matter what he did. Our municipal system is the only one that effectively has a presidential system. And the drawbacks are so painfully evident.
