This was the appeal to Governor, Odisha by my Friend Biswajit Mpohanty: Dated : 4 January,2014 By E-mail Dr. S.C. Jamir, Honble Governor of Odisha RajBhavan, Bhubaneswar His Excellency, May the New Year keep you in good health and may God give you strength to work tirelessly for the development of our state. I write this letter as a humble citizen of this state , whom you can call an AAM ADMI since I am shocked by an incident which happened today at Bhubaneswar. A little before 4.00 pm today, your Excellency passed in front of the I.G. Park enroute to some function . I could see a couple of policemen standing at the road which leads from the Secretariat Road to the Entry Gate of the I.G. Park on the Jaydev Bhavan side. Suddenly, there was the sign of a police siren and the waiting policemen sprung into action. A couple on a motorbike was driving towards the main Secretariat Road from the I.G, Park Entry Gate side. They were shocked to see three frantic policemen jump on the road in front of their motorcycle waving lathis and shouting at them to move out. The flabbergasted mobike driver could not understand why they wanted to stop him since he was wearing an helmet. The cops wanted to prevent them from entering the Secretariat Road. The startled husband almost fell down with his wife as he hastily steered the mobike towards the roadside. Another motorcyclist was also rudely pushed towards the other side of the road. Then I realized that your convoy was going to enter this road when a red flagged Police Patrol vehicle swung inside the lane followed by your immaculately shining vehicle . I think at least 5-6 cars were in the convoy including an Ambulance . The couple almost fell off from the motorcycle . God saved them from a serious accident since the motorcycle could have hit the tree on the corner when the policemen gestured angrily and shouted at them to stop. It set me thinking about the current protocols being observed by the state government during your travels . I am sure your Excellency has no role to play as the police were merely following procedures and doing what has been done since India got independence and maybe this was the practice when the British ruled us. The only difference could be that the British police used horses while we now have cars. Ofcourse the British Governor had much to fear from the Indian populace who hated them but in a democracy and a Republic like India I am sure high constitutional functionaries have nothing to fear from the aam janta! Usually people revere your Excellency! Does your Excellency actually need to travel with a cavalcade of 5-6 vehicles to attend functions which must be quite expensive? Could there be a decrease in the number of vehicles since it would lead to savings of the tax payers public money. Our Honourable Chief Minister has always been pleading before the Centre that we need special status and deserve special aid as we are a poor state. Lakhs migrate every year with their wives and children to work as bonded labourers in Andhra Pradesh and Chattisgarh due to the abysmal levels of poverty prevailing in the state. As a senior and respected leader I am sure your Excellency will carefully examine the issues I have raised. I was appalled by what I saw today and it would gladden my heart if your Excellency appreciates the sentiment of citizens and takes necessary steps. I am sure your Excellency shall agree that commuters of Bhubaneswar need not suffer a mini heart strokes on being accosted by zealous and wildly gesticulating and screaming cops shooing them off the road when the Governors cavalcade passes !
