Thousands of bills are introduced in a congressional session, but only a fraction become law. Even without that success, they call attention to their causes — or their sponsors. Some of the eclectic measures currently awaiting action in Congress include the Apollo Lunar Landing Legacy Act, which would establish a national historical park on the moon, and the SPA Act, which would prohibit the operation of the House gym during a government shutdown.
