Three vacant and blighted former car dealerships may soon return to life now that city officials and developer Ziad Alhassen have agreed to settle years of bitter back-and-forth litigation. The West Covina City Council and the oversight board approved a settlement agreement that lets Alhassen buy back three East Garvey Avenue South dealerships in exchange for a one-time payment of $1.5 million and an agreement to bring at least three new car dealerships to the city.
