Three years ago, Australia saw the deaths of an estimated 30 people in the Queensland floods. The face of the floods was a 13-year-old boy - Jordan Rice - who died with his mum, Donna. Jordan was about to be rescued, but he demanded rescuers take his younger brother first - so they did. Many suggestions were made about how to honour him - foremost among them, Australias highest civilian bravery award - the Cross of Valour.
