Time sequence to swap Hillview with Covington School. Next summer, expand the Blach Camp school to be large enough to house all of Covington for one or two years. Move Covington over there. Relocate all Hillview functions to Covington Buildings. The LASD leases part of the extra space at Covington to house the BCS middle school for one to two years. Then construction starts where Hillview is torn down and 2 new schools are built. One on Covington campus (permanent home for BCS on remaining LASD land there) and one on the Hillview site, for the new Covington location, brand new building with all the desired latest bells and whistles and reconfigurable classroom space for each grade. Probably both are 2 stories. Then when both schools are done, the use starts that next school year. The city can begin its process to add new buildings to Covington Community Center any time during all of this, so long as they are in a different location on the site than the other construction projects. It really could work, and it would be a win-win. No one would need to see 2 schools on the Covington site, just 1 school and 1 community center (with attached park). The community center there would be 50% larger than ever would be possible at Hillview, and the other City Center functions (police, fire, city hall, history museum, orchard) can continue unabated. Relocation of the library to Covington is possible, as well as replacing Bus Barn by a downtown theater. At some point a new permanent home for the district offices would be needed, but they could be in leased offices for the interim. Probably a good permanent home would be at Blach, or it could be Egan or even elswhere.
