To Follow, emails from DA national office and Midvaal mayor Mr Baloyi plus my response. Obviously the national office of the DA actually do read their emails, not like our Deputy mayor Mr Hack: Dear Mr Baloyi, Thank you for your prompt response, I just find it strange that your leaders office had to get involved in getting such a response! As pointed out in my letter to Mr Hack we are fully aware that the R82 is a Provincial Road, and that Midvaals authority to make changes on the road is limited. However, I very much doubt if the Provincial authorities will object to changes that will enhance road safety. Be that as it may. However, as also mentioned in the letter to Mr Hack we are fully aware that Midvaal has full authority to do law enforcement on Provincial roads, and as you might know speeding is not the only law within the Road Traffic Act! I did mention a number of offences that can be monitored in my letter to Mr Hack, all it needs is some Traffic Officers being on the roads! I am fully aware of your road blocks, as I have been stopped in a number of them, I know that these blocks are not there to promote road safety, but are there to threaten motorists that have outstanding fines for speeding. If you follow the law you will summons them to court where a magistrate will do what is necessary. Talking about speed traps, to the best of my knowledge there is only one spot where the Midvaal Traffic cops occasionally set up a speed trap, at the T junction of the Randvaal Road and the R82. Many residents of the area will gladly point out a number of stretches on the R82 where speed traps could save lives! It will be interesting to see statistics about how many tickets your Traffic Department had issued monthly for other offences, such as not stopping at stop signs, crossing a solid white line, stopping in intersections, and, and, and a list of offences that could fill pages! As far as your invitation to meet regarding other problems, I will gladly meet you, after some consultation with other members within in the group, as I am not the only one concerned about the service we receive. In return I invite you to spend a day, from 05h00 to 19h00, with me in my car on a Monday to Friday, so you can observe for yourself the behaviour of motorists on the roads within the Midvaal area. No speed trap will be required, as most of these offences are not speed related! I must firstly apologies for the non-response from the Deputy Mayor, I will ensure he response to letter which you had sent him. Secondly it is important to inform you that the R82 is not a municipal road and is a provincial road. This means that much as we may like or want cannot put in more stop signs,humps,robots or any other traffic calming measures but we are allowed to do speed trapping and road blocks in partnership with the department of safety from province. You will probably be aware that the province is currently busy with the R82 upgrade to make it a dual carriage road and phase 1 has been completed and they are resolving the current supplier challenges. We have and are continuing to meet with provincial roads department at a technical and political level where we are represented by MMC Ryder and Hack, where we escalate to them the complaints from our residents. When the Current upgrade is completed a portion of the current R82 will become a municipal road due to the realignment of the road, on which where we can introduce a number of traffic calming and monitoring measures, as it will fall within our jurisdiction. I must also add that I have personally dealt with a number of issues raised by the community of Walkerville and developed a good working relationship with the community.
