To Hon’ble Chief Minister Haryana Govt. of Haryana, Civil Secretariat Chandigarh Subject:- Request to direct the DSE to inquire the Experience Certificate of newly selected PGT Candidates before joining as many candidates submitted false Experience Certificate at HSTSB during the interview period and HSTSB did not inquire before selection Sir, I have the honour to submit few lines for your kind consideration and appropriate action. 1. That HSTSB invited the applications for the Posts of PGT of various Subjects vide Advertisement No. 1/2012 and candidates were allowed without passing the STET/HTET on the basis of 4 years Teaching Experience (Annexure P-1). Many candidates take disadvantage of this and submitted false Teaching Experience Certificate as HSTSB was not inquiring about the Teaching Experience Certificate before starting the selection process or during the selection process. 2. That many Schools issued the Teaching Experience Certificate for such Subject for which a single student was not available for that Subject since the establishment of that School and many Schools issued Teaching Experience Certificate to many candidates for same Subject whereas faculty was not available at that School. Such candidates also got Teaching Experience Certificates who did not teach the students for a single day in any School. 3. That HSTSB neither inquire the Teaching Experience Certificates before starting the interview nor during the interview period and many candidates got selection on the basis of false Teaching Experience Certificate. Only one candidate was caught for false Teaching Experience Certificate during the interview time which was published in Punjab Kesari dated 22-6-2013, Page No. 6 (Annexure P-2). 4. That HSTSB published the results of all category of Mewat Cadre & same category of Haryana Cadre in March/April 2013 without inquiring the Teaching Experience Certificate and sent the list of all selected Candidates to Director, School Education Haryana, Shiksha Sadan, Sector-5, Panchkula. 5. That DSE Haryana also started the joining process of all selected candidates of PGT without inquiring the Teaching Experience Certificates which will create trouble in future as inquiry of thumb impression of selected candidates of JBT is in process after the Order of Hon’ble Punjab & Haryana High Court Chandigarh, passed in CWP No. 3/2011. In view of the above facts I therefore request you direct the Director School Education Haryana to inquire the Teaching Experience Certificates of all those candidates who are selected on the basis of 4 years Teaching Experience Certificate without passing the STET/HTET before issuing the joining Letter.
