To, Hon’ble Shree…………………….. …………………………………………… …………………………………………… Sub: Regarding Statewide ‘Indefinite Hunger Strike’ on behalf of ‘Maharashtra State Homeopathy Doctors Kruti Samiti’ from 15th July 2013, for pending demands of Homeopathy Doctors. Reference: ‘Maharashtra State Homeopathy Doctors Kruti Samiti’s One day symbolic hunger strike dated 8th July, 2013 in Azad Maidan, Mumbai. Respected Sir, We would like to draw your attention towards 35 year long pending demands of Homeopathy Doctors of Maharashtra. We were consistently keen to fulfill our demands towards governments. But despite of that government is just making ‘lip services’ and therefore huge wave of dissatisfaction, anger and sense of disappointment is there among all the doctors of the state. This had been a prime driving cause behind homeopathy Doctor’s one day statewide symbolic hunger strike in Azad maidan on 8th May, 2013. We have organized such grand protest to draw the attention of the government to get know the severity of our issues and ask them to take appropriate steps to resolve this. At the same day of the movement, we declared to intensify our struggle from 15th July 2013 in the case if our demands were not fulfilled. Maharashtra state’s Hon’ble Home Minister Shri R.R.Patil visited our strike venue where he accepted before us that the issue is just hanging out due of denial from administration and government. He further assured the protesters to look in to this personally to resolve the pending demands. He announced that he will talk with the ministers of respective departments. Homeopathy doctors are providing their medical services on day & night basis to common peoples of the state. These are they, perhaps who are acting as pillars of medical services to patients of extremely rural and cornered areas which are far away from the main cities. Modern Medical treatment becomes unavoidable and very necessary in the dangerous situations like heart attack, delivery, infectious diseases, severe accidental injuries, scorpion bite, snake bite and similar other serious health related complications. However, whenever homeopathy doctor tends to practice such modern treatment strategies to save the endangered life of patient, they finds themselves in trauma of deep troubles, suffering and facing many legal consequences. These laws are not appropriate to serve the motives of public health policy and need the changes with time as they are medically and socially unnecessary, unuseful and unacceptable. Homeopathy doctors, who are under fear and agony, are thinking these days to leave the profession, if proper solution has been not obtained. If it leads so, then it will be very disastrous and unfortunate for the subjects of rural, semi- urban and urban population of our state. Elected representatives in government are insensitive towards this issue and up till now they only have given hollow assurances to us. There assurances are proven to be mare juggling of words and false. These bitter experiences raise serious questions on government’s intention to serve for public health policy and its responsibility towards the health of commons. How can be it justified to hanging the homeopathy doctors on blown balloon of false assurances? Homeopathy doctors are working 24 X 7 to provide their service to fill up the gap of medical services. On an average a single homeopathy practitioner medically serves to approximately 500 peoples. On that basis these doctors are now having their reach up to 3 crore individuals which is almost 30 percent or one third of the stats population. Undoubtedly, it is so because, peoples of Maharashtra are happily satisfied on our services and out of that only they accepted us. Yet why state government is behaving so ridiculously? If the state government is not interested and willing to solve the problems of the homeopathy doctors, then why is it running the homeopathy colleges across the state? It must close down them. Why they are adding the numbers in the army of unemployed youth? Our experience of government’s negligence on our demands in previous 2 months has compelled us to begin indefinite hunger strike from 15th July 2013 in Azad Maidan, under common platform of the ‘Maharashtra State Homeopathy Doctors Kruti Samiti’ a representative body of all major and minor organizations of homeopathy medical practitioners, from all around the state. 100 homeopathy doctors were sit unto death on hunger strike since 15th July 2013 in Azad Maidan, while thousands of homeopathy doctors from each and every corner of the state shall gather on the venue to join and register their protest by supporting the cause. Hereby, we request you to kindly visit to Azad Maidan, Mumbai, on the venue of the hunger strike. We also humbly request you to raise our Voice to government in the upcoming assembly session. For this, we shall ever pray. Pending demands of the Homeopathy Doctors:- 1. Immediately remove the word ‘ONLY’ from ‘BOMBAY HOMOPATHIC PRACTITIONERS ACT 1959’. 2. Grant permission for use of modern medicines to Homeopathic Practitioners. 3. Ensure permanent appointment in the form of Government jobs in government sector in all the PHCs, PHC Sub-centers and rural hospitals on ‘one per one’ basis. 4. Create separate ‘Independent Directorate’ for homeopathy. 5. State Government Should Declare their policies on Homeopathy. 6. Ensure free and fair elations of ‘Maharashtra Homeopathy Council’ in every 5 years. Increase in current 3 numbers of representatives from general practitioners and exceed their representation up to 12. Following the footprints of Maharashtra Medical Council, in these elections, cut short the numbers of representatives from College Principals and Lectures quota. It’s very important to make these basic changes in the election process on priority and urgent basis. Enact it now and then only go for the referendum of current pending elections. 7. Appoint S.I.T. as Investigate agency for all the homeopathy colleges and investigate it thoroughly from all the aspects. 8. Current Election process of Maharashtra Council of Homeopathy invites the use of ballet paper to cast the Vote. This process is full of errors and lack of transparency, with opening the way to rigging. Scrap such wrong system immediately and introduce the safer Electronic Voting Machine (EVM) for voting purpose. 9. Include Homeopathy Doctors under Registered Medical Practitioners. 10. Appoint homeopathy doctors on all the panels of Insurance Companies regulated under I.R.D.A. 11. Appoint homeopathy doctors in government clinics for internship, and pay them regular stipend as per the set norms. Employ Homeopathic M.D. Doctors as Consultant in District Hospitals and ensure there pay as per that grade only. Salary of the Lecturers are released as per the recommendations of Sixth pay Commission. 12. Include Homeopathy in the ‘DRUG AND COSMETICS ACT- 1940 AND 1945’. 13. Ensure the participation of homeopathy doctors in ‘National Rural Health Mission’ on priority basis. Incorporate Homeopathic Doctors under ‘National Pulse Polio Mission’. 14. Incorporate Homeopathy Doctors in ‘National Child Health Scheme’ and ‘Highway Ambulance Project’ in Maharashtra state too, as it practiced in other states. 15. State Should Accept the Report of the Parliamentary standing Committee dated 19th march, 2013. Rainy session is about to begin from 15th July. We are requesting to kindly accept our demands in this assembly session. All the Homeopathy doctors across the state are eying on it. Because it became the issue of there survival and existence and therefore they would get the justice on their demands. In a famous case of ‘Mukhtyarchand Vs State of Punjab’ Hon’ble Supreme Court observed in its judgment that It is up to discretion of State government and on it to allow the Homeopathic and Ayurverdic Practitioners to right to prescribe the allopathic medicines. Nothing will create any obstruction due to this in ‘Indian Medical Council Act- 1956’. This itself proves that rights to allow modern medicines to homeopathy doctors is a privilege of state and Legislative council and it is upto them to allow it or not. Now the questions remain of just of a positive approach of the State Government. Right time arrived to think on it seriously. Yours,
