To Postpone 2016 Elections Just days after the ruling National Resistance Movement party unanimously endorsed its chairman, President Yoweri Museveni, to represent the party unopposed; another move is in its final stages to extend 2016 elections to 2021. By Chimp Investigations Team 17/02/2014 20:33:00 The ballot will be used again in 2021 if the new bill is tabled A legislative blockbuster is at its final stage to be tabled in Parliament asking that the elections of the President, Parliamentarians and Local Government leaders be postponed by five years to allow a number of electoral reforms to take shape. The move which is formulated in form of a bill is being masterminded by three ministers and a youthful lawyer and according to the draft; the team has now finished the 5th clause of the bill. “They intend to have only 7 clauses but which has comprehensively handled all questions that legislators may ask in the House,” an inside source told us. “Uganda is currently undergoing a democratic path to make it a better country from where it is now. This is based on the historical events that have happened but most importantly with the 1986 regime that has helped to make Uganda a stable and secure country,” reads part of the draft. “However, in 2005, Uganda underwent a multi-party system of governance. The Political governance issues that are very much handled by Parliament and the Executive are still weak hence a need to avail time to harmonise all existing loopholes in Uganda’s institutions as panacea to have free and fair elections.” Clause 2 explains the purpose of the bill aimed at extending all political positions for the next five years effective 2016. “The rational is to avail time to harmonise all loopholes in order to cope with the current democratic and good governance structures.” Clause 3 of the bill talks about the extension time for all elected political leaders in the country that it seeks Parliament to extend it for more five years with effect from February 2016 to February 2021. Clause 4 of this new bill talks about the National Electoral Restructuring Committee which shall consist of the Chairperson, Vice Chairperson, Secretary, a representative of Civil Society Organisations and other four members appointed by the President with the approval of Parliament. Clause 5 point out the functions of the National Restructuring Committee which include; -To come up with electoral reforms that cope with the current E.A.C member country. -To sensitise the public about the need for the electoral reforms in Uganda and political extension. -To vet members who will compose the electoral commission and forward names to the President for appointment.
