To The Principal Secretary , Government of Haryana , Town & Country Planning , Chandigarh Sub - Irregularity in the land records , Possession and the collection of EDC & IDC by The Haryana Urban Development Authority , Gurgaon . No record maintained by the Haryana Urban Development Authority of sold and unsold commercial booth and other Commercial property in Gurgaon . It is shocking piece of carelessness and irregular way of working to make huge losses for Department. Sh.Praveen Kumar , Administrator, HUDA, Gurgaon is responsible to take action on these kind of lapses . Since last one year no record corrected on this matter. The people are enjoying their commercial activities with initial / Part Payment or without payment at some places like Auto Market. No action has been taken on my complaint on Booth and Plots in Sector 29, Gurgaon. We collected details on this issue and found that in every sector unsold property has been commercially utilized by individuals and institutions free of cost. On the other hand the people from EWS / BPL category denied their right to live legally. None of the Estate Officer would be able to furnish the record on this matter. Non recovery of External Development Charges and Internal Development Charges in Gurgaon . The Officials intentionally ignored the recovery of EDC and IDC from commercial and Institutional Plot holders. The major example is Behrampur Industrial Area in Gurgaon. The Administrator, HUDA, Gurgaon has complete information. All the documents of 109 properties were submitted on 12/8/2012 in his Camp Office with the copy of Change of Land Use. The Principal amount was calculated Rs.1415440210/- . If interest and penalty put together than it would cross Rs.425 crore . Sh.Praveen Kumar , Administrator, HUDA, Gurgaon has complete information about the non recovery and loss to HUDA . One unique example of the chain starts after change of land use in Gurgaon . The Chief Administrator issued a letter on 16/11/2007 to Administrator, HUDA, Gurgaon for recovery of EDC and IDC of Rs.1,36,32,000/- but till 12/3/2009 no recovery was made . The matter was again came up on 12/1/2012 for the recovery but no action against any Individual , Company , Institution in Gurgaon taken so far and the evaders have been enjoying all services free of cost unofficially with the kind permission of Administrator, HUDA, Gurgaon and other concerned officials . The Estate Officers have complete information on this financial crime . No record maintained by the Haryana Urban Development Authority of unsold Commercial Property in Gurgaon. Inspite the clear instructions issued by the office of the Principal Secretary , Government of Haryana , Town & Country Planning , Chandigarh to Administrator, HUDA, Gurgaon and respective Estate Officers to submit the record . But no effort or respect shown by Administrator, HUDA, Gurgaon and respective Estate Offices . The information came through RTI that none of the Office has record of unsold property and sold property under the HUDA jurisdiction. If you ask on responsibility the one reply from all corners from HUDA “WHO CARES “ Possession on Plots / Vacant Land not taken by the Haryana Urban Development Authority in spite the Court Orders in Gurgaon . No one can count the Court orders in favour of HUDA. No one has even tried to see the orders and take possession of the property in last 18 months. I respect this approach of Administrator, HUDA, Gurgaon and respective Estate Offices if they allow all the residents of Gurgaon to take possession of HUDA property as per their liking under the Right of equality. No action by the Haryana Urban Development Authority against land encroached by various private schools for Bus Parking and other commercial use. The HUDA land under the illegal possession of several schools can be checked any time . A Green Wood Public School situated in Sector – 9 , Gurgaon has been enjoying the possession of two HUDA plots since the opening ceremony of the school . All the HUDA officials have complete information because the owner of the school is the wife of one HUDA officer. The loss of revenue and maintenance charges of the area by HUDA can’t be calculated because the expenditure was unaccounted to favour the Private Schools in Gurgaon. Compounding Head It is requested to check this account. This account is solely under the ownership of Administrator, HUDA, Gurgaon. More than 50% amount has been allowed on non permissible / listed items / purchases /expenditures by Administrator, HUDA, Gurgaon during last 18 months. Hope for some action on complaint .
