To paraphrase Sociologist CW Mills: A problem is only a problem to those that are fragmented when experiencing such inequalities and oppressiveness. When the fragments become united via group conscieousness then they can move it from a problem to an issue. Only when the issue becomes a sustained movement will the Military Industrial Complex react, because prior to such there was no reason to change the social structure, social systems nor social construct as they are the legal-rational (Max Weber) institution which controls society via class, status, occupation and power.
