To settle the West Lothian question once and for all, why dont they give England a devolved parliament (preferably based in the north or midlands) and only have the UK gov for matters that affect the entire union? Seems smarter than the constitutional mess theyre currently fighting over. At present, the attempts to exclude Scottish MPs from voting on English issues seems to be a tacit admission that Westminster is the de-facto English parliament.
