To the Kind attention of the Illegal Prime Minister of Bangladesh! (বাংলা অনুবাদ সহ) 1. The Government must form an ‘all party impartial Commission’ in order to ascertain whether any of the Indian Armed forces is active in Dhaka or anywhere within the boundary of this country due to any extra-constitutional reason. All hearings must be taken place openly and the commission must ask all chiefs of the armed forces, chiefs of intelligent agencies and others who are related to the national security regarding above mentioned serious allegations. At the same time, through the same commission the government must inform the nation that, how many political dissidents of the north-eastern India have secretly been arrested in this country and have secretly been handed over to any of the Indian forces. In this type of action whether any part of the Indian security forces are acting along with any of the Bangladeshi security forces in the territory of Bangladesh or they are acting as the way they normally act in Nepal. What things have forced the government to take or allow secretly such extra constitutional actions? 2. The government must form an impartial judicial commission to investigate, who actually were involved in such kind of subversive activities as destroying Railway system and throwing petrol bombs on general people? Why has one after one of petrol bomb wounded people die in the government run hospitals? Have those wounded been given proper treatment or not? Is there any other reason existed for their death in the government run hospitals. 3. The government must prove by forming an impartial judicial commission that the said combined forces are not commiting any serious extra judicail crimes. At the same time the government must disclose how many political activits have so far been arrested , killied by false counter firings and unaccounted for. 4. The government must remove current restrictions on media and must allow the “Daily Inquilab” and other media to be published and aired freely according to the constitution of this country. All arrested journalists and other who are related to the media must be released as early as possible. 1. সরকারকে অবশ্যই একটি সর্বদলীয় এবং নিরপেক্ষ কমিশন গঠন করতে হবে যাতে এটা নির্ধারণ করা যায় যে, আসলেই ভারতীয় বাহিনী কোন অংশ ঢাকায় অথবা ঢাকার বাহিরে বাংলাদেশের সীমানায় মধ্যে অবস্থান করে কোন কার্যকলাপ চালাচ্ছে কি না । এ ব্যাপারে উক্ত কমিশন জনসম্মুখে খোলাখুলি শুনানির মাধ্যমে এদেশের আর্মড ফোর্সের ও ইনটেলিজেন্ট সংস্থাগুলির প্রধানদের, দেশের জাতিয় নিরাপত্তার সাথে নিবিড়ভাবে জড়িত তাদের এবং অন্যান্যদের উপরে উল্লেখিত গুরুতর অভিযোগ সম্পর্কে জিজ্ঞাসাবাদ করতে হবে। সেই সাথে বাংলাদেশ সরকারকে প্রস্তাবিত কমিশনের মাধ্যমে এদেশের জনগণকে জানাতে হবে যে কতজন ভারতীয় উত্তর-পূর্বাঞ্চলীয় রাজনৈতিক ভিন্নমতাবলম্বীদের এদেশে গোপনে গ্রেফতার করা হয়েছে এবং ভারতীয় বাহিনীর কাছে হস্তান্তর করা হয়েছে । ভারতীয় বাহিনীর কোন অংশ বাংলাদেশের আইনশৃঙ্খলা রক্ষাকারী কোন বাহিনীর সাথে কিংবা বে আইনি-ভাবে নিজেরা সরাসরি যেভাবে তারা নেপালে করে থাকে সেইভাবে এই সব গ্রেফতারে জড়িত কিনা। ২। সরকারকে অবশ্যই একটি নিরপেক্ষ বিচারবিভাগীয় কমিশন গঠন করতে হবে যাতে এটা নির্ধারণ করা যায় যে সত্যিকার অর্থে কারা ধ্বংসাত্মক কর্মকাণ্ডে যেমন রেললাইন তুলে ফেলা এবং পেট্রোল বোমা এবং অন্যান্য অপকর্মে জড়িত। আবার কেনই বা একজনের পর একজন আহতরা সরকারি হাসপাতালে মারা যায়। অই সব আহতদের সঠিক চিকিৎসা দেওয়া হয়েছিল কি না, অথবা অন্য কোন কারণ ছিল তাদের মৃত্যুর পিছনে ? ৩। নিরপেক্ষ বিচারবিভাগীয় তদন্ত কমিশন গঠন করে সরকারকে এটা প্রমাণ করতে হবে যে , যৌথ বাহিনী কোন ধরনের অতি-বিচারবিভাগীয় অপরাধে জড়িত নয় । সেই সাথে কতজন রাজনৈতিক কর্মীদের গ্রেফতার করা হয়েছে , কাদের হত্যা করা হয়েছে মিথ্যা গুলাগুলির ঘটনায় এবং কারা এই পর্যন্ত নিখোঁজ আছে তার পূর্ণ তালিকা প্রকাশ করতে হবে । ৪। সরকারকে অবশ্যই গণমাধ্যমের উপর সমস্ত বিধিনিষেধ উঠিয়ে ফেলতে হবে । অবিলম্বে দেশের শাসনতন্ত্র মেনে “ইনকিলাব” সহ অন্যান্য গণমাধ্যমকে স্বাধীনভাবে প্রকাশিত হতে দিতে হবে. গ্রেফতারকৃত সমস্ত সাংবাদিকদের এবং অন্যান্য যারা সংবাদপত্র সহ বিভিন্ন গণমাধ্যমের সাথে জড়িত তাদের অবিলম্বে মুক্তি দিতে হবে ।
