Today ZELA is training 20 community members from Zvishavane and Shurugwi on the Southern African Resource Barometer. This Training is Part of ZELAs work of ensuring demand driven initiatives for transparency and accountability. This training is part of the initiative under ZELAs project that intends to achieve the following objectives: • To raise awareness and promote community debate and dialogue at the community level on transparency and accountability in Zimbabwe’s extractive sector by 2014 • To advocate for the full implementation of the ZMRTI, EITI and the Africa Resource Barometer principles • To empower local communities in using various social accountability measures and advocacy strategies in calling government, parliamentarians and mining companies to account for revenue use and management in the extractive sector or to play their oversight role. The Resource Barometer principles are designed to assist key stakeholders, particularly Parliaments in Southern Africa, to effectively discharge their oversight of the extractive industries with the aim of ensuring that minerals benefit all citizens. The principles are informed by SADC countries’ national legislations and regulations, international best practices and conventions, and inputs from practitioners. A wide range of civil society organisations, Members of Parliament, mining companies, human rights defenders and gender activists from across the region have contributed to the drafting of these principles. The principles have also benefited from the vast field experience of SADC civil society organisations that work in the extractive industries. The principles are the culmination of two years of research and consultations undertaken by SADC-PF and SARW.
