Qualifications: Essential: • Post-secondary degree (BSW, MSW) with several years’ senior level experience working within the social services system. Equivalent combination of education and experience may be considered. • Extensive experience and applied knowledge in management including strategic planning, recruitment, supervision and development of staff. • Demonstrated experience in research, analysis and report writing • Experience interpreting and applying legislation, policies and practices • Strong organizational skills including the ability to manage high volume work load with conflicting priorities and deadlines • Strong interpersonal and relationship building skills • Demonstrated experience providing culturally sensitive service • Solid understanding of the history of colonization within Manitoba and its relationship to child welfare • Ability to manage difficult situations • Current knowledge of child welfare trends and practices Desired: • Solid understanding and knowledge of the role and function of the Office of the Childrens Advocate • Ability to speak an Aboriginal language Duties: Reporting to the Deputy Children’s Advocate, the incumbent will provide program direction, supervision and investigative services for the Special Investigations Review unit. The Program Manager will manage, direct and oversee the preparation of confidential comprehensive child death review reports, as well as conducting and writing their own reviews and reports. The incumbent will oversee the functioning of the Special Investigations Review team including supervision of the team and investigation of systemic issues as they relate to the themes stemming from child death investigations.
