Today, more than 55 million children are not registered at birth. Worldwide, only 60% of all babies born in 2012 were registered. Without civil status, children have no legal existence. Without identity, children have no access to education, health or basic social services. Without accurate census, it is difficult to justify funding requests for the development of education and health infrastructures. The registration levels vary widely between regions, the lowest being in South Asia and sub-Saharan Africa. In 2011, Aide et Action International piloted a mobile internet birth registration programme in 97 villages in Senegal with the support of Orange Group Devices and Alcatel One Touch. With its success, the programme is being extended to Ivory Cost, Cameroon and Burkina Faso.
