Tomorrow Daygan Eagar will be commenting on the 2014 Medium Term Budget, the NHI and the prospects of delivering key health services amidst cuts at a workshop in Johannesburg: Too Costly To Ignore - Has the 2014 Medium Term Budget been balanced off the backs of the Poor?, hosted by BMEF and the Alternative Information and Development Centre. The Medium Term Budget Policy Statement (MTBPS), including the presentation of the vertical division of revenue proposal for 2015 is a key moment in the South African budget process. On the 22nd of October Minister Nlhanlha Nene, in his first MTBPS speech to Parliament, provided insight into the political choices government intends to make about how money will be raised and spent over the next three years. Importantly, Minister Nene outlined a budget that seeks to reduce the budget deficit, lower overall government expenditure and ensure prudent management of the public-sector wage bill. In addition, the Minister assured South Africans that we will not balance the budget on the backs of the poor. In light of this, it is critical that organizations and individuals from civil society, the trade union movement, academia and the private sector come together to engage with the 2014 MTBPS and assess whether the tough choices the government has presented is not being made at the expense of the poor. The meeting will provide an opportunity to develop a comprehensive understanding of the key financial, budgeting and expenditure related issues that will have an impact on the delivery of social services in 2015 and the medium term.
