Tougher penalties for distracted young drivers Tougher penalties in place for young distracted drivers November 1, 2014 New York State - Tougher penalties are now in place to crack down on young drivers who are caught using cellphones behind the wheel. Starting Saturday, new and young drivers convicted of texting while driving in New York state will have their license suspended for 120 days. Drivers ticketed a second time could lose their license for up to one year. More experienced motorists caught using a handheld device twice within an 18-month period will now be fined $250 instead of $200. According to the National Highway Traffic Safety Administration, 10 percent of all drivers under age 20 who are involved in fatal crashes reported being distracted at the time of the crash.
