Two recent developments in the pork barrel scam have shown that 92 other NGOs have received PDAF funds as well as other government funds from the Department of Agriculture (DA), the Department of Environment and Natural Resources (DENR), the Department of Science and Technology (DOST) , and the National Livelihood Development Corporation (NLDC) of Landbank. It is therefore clear that Napoles’ participation is just the tip of the iceberg. It is also now clear that the misuse of funds extended to the Aquino administration from July 2010 to the President. Meanwhile, Justice Secretary Leila De Lima asked for the resignation of deputy directors of NBI saying she has received reports of wrongdoing by some of the NBI personnel. This seems to give some basis to Atty. Lorna Kapunan’s claim that NBI personnel demanded P300 million from Janet Napoles to drop the case against her. Add the NBI to the list of agencies engaged in corruption under the Aquino administration. Let us hope that the Inter Agency Anti-Graft Coordinating Council (IAAGCC) chaired by Ombudsman Conchita Carpio-Morales will do a good job of investigating this mess. Opinion ( Article MRec ), pagematch: 1, sectionmatch: 1 The Supreme Court has given due course to the petition of the Social Justice Society to declare the Priority Development Assistance Fund (PDAF) unconstitutional. Surprisingly, the Liberal Party decided to support President Aquino’s decision to abolish the PDAF but it is not clear yet what will take its place. Abolish them The Governance Commission for Government-Owned and Controlled Corporations (GOCCs) has recommended the closure of the National Agribusiness Corp. (NABCOR) and the Zamboanga Del Norte College Rubber Estates Corp. (ZREC), which were used as conduits to malverse PDAF funds. The Department of Environment and Natural Resources has also recommended the abolition of the Philippine Forest Corp.. Much earlier, QuedanCor was involved in another scam involving distribution of pigs. It’s time to abolish them but proper charges must be filed against the personnel of these 4 agencies. The Department Secretaries must also be held to account for the misuse of the funds.
