The Oil For Food programme was under U.N. Chapter 7 ruling from the 1990s and that ended officially 3 years ago in 2010 (and unofficially in 2003 immediately after the U.S. invaded the country of Iraq then reissued the oil contracts to the Big Five oil companies). The only Chapter 7 trade restriction on Iraq now is a ban on selling the stolen Iraqi cultural property (eg, artifacts looted from the Baghdad Museum during the invasion). U.N.
