U.S. Constitution The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; The primary role of the US Senate is to slow the process of legislation through inquiry, hearings, and debate while at the same time providing advice and consent. Here we go again just like ACA(ocare) Senate designs bill which house will pass first and READ later. :)
