Masakazu Imanari is one of the greatest grapplers in MMA today, and he is famous for this types of devastating finishes. As Rogan explains in the video, this is a great technique to use against those guys who try to roll out of the omoplata, all you have to do is control the neck instead of the back of your opponent, so you will have a omoplata/neck crank.
