UNWELCOME TO PERTH The dictionary describes Theft as A criminal act in which property belonging to another is taken without that persons consent. Is the Perth City Council then a pack of thieves? Clearways were first instituted in Perth around 40 years ago. If the purpose of a penalty is to reform public behaviour then it is apparent that the $150.00 fines people get in Clearways in Perth City simply are not working. So the thieving bastards at the Perth City Council have now started stealing cars to cover up for their own incompetence. Adelaide Terrace and Plain St are declared Clearways but should not be! Check this poor bugger having his car stolen. Is there traffic congestion here? No! Is he causing an obstruction? No! So he got a $150.00 fine for starters then a $350.00 fee to get his car back. In Adelaide Terrace the traffic between 7:30am and 4:15pm and 6pm is insignificantly worse, if any worse at all, than during the off peak period in the middle of the day. I have the videos to prove it. Traffic patterns along the Terrace and Plain street have changed considerably since the creation of the third lane in the tunnel. Even when a clearway is empty in the afternoon, cars and buses are not using it. There is a psychological effect that discourages people from driving at full speed across marked parking bays. People who are parking in Clearways are not doing so for any other reason than that they have been ill-informed about what they are. Every afternoon I walk Adelaide Terrace and Plain St warning people to move. People are stunned when they find out that they are committing an offence. Signage is an abomination - multi layer signs with confusing instructions on top. A lot of the people I have helped (over 200 now, denying the Perth City Council over $30,000 in what I consider would have been illegally gained revenue) are visitors to the city. I really feel for the trades people who do not have the luxury of working between 8:15am and 4:15 pm. When they do not work they do not get paid. Tradespeople have every right to work a full day, just as bus drivers do. Please share this and expose this blatant theft by the Perth City Council.
