UPDATED MECHANICS AS OF SEPTEMBER 22!!!! CINE HARAYA 2014 MECHANICS AND CRITERIA SCOPE AND RATIONALE Cine Haraya is the Short Movie Festival of Tondo organized by Dulaang Tobias Foundation. It promotes Filipino & Christian Values through Short Movie Media. Movies will be judged on the heart and vision of the story and in light of Dulaang Tobias’ Mission-Vision. Haraya means Imagination, Belief, Illusion. Mission: To promote Filipino & Christian Values related to the lives and orientation of Tondo through Movie Media by encouraging new breed of Movie Makers in Tondo. Vision: To be the Center of Movie Media in Tondo. The main goals and objectives of Cine Haraya 2014 are: • To promote the culture of the Movie arts in Tondo especially in Schools • To educate young artists interested in Movie Making To be headed by no other than an Institution in the movie industry, Direk TONY Y. REYES, Cine Haraya 2014 will be promoted in the public high schools in Tondo, particularly in Districts 1, 2 & 3 of Manila. Students will be encouraged to join by making a 10-15 minute movie of any inspirational or educational interest. Amateur movie makers may join 20-30 minute movie. Prizes of the winners of the movie competition will be scholarship grants to the Mowel Fund and a chance to work on professional movie making. Mechanics: 1) The festival is open to all independent and amateur movie makers of Tondo specifically those residing in Districts 1, 2 & 3. 2) Interested Movie makers should submit their Application with following requirements on or before October 15, 2013 to Mr. Alex Catugas (see poster for his contact number) : a) Duly accomplished application form (downloadable at Cine Haraya Official Facebook Page) b) 5 copies of Synopsis or Story Concept including Sequence treatment 3) Movies should be in DVD format (2 copies). Deadline for the submission of the Movie entries will be on January 15, 2013. 4) The Cine Haraya Committee will announce the Finalists on January 13, 2013. Time and Venue to be posted. Qualifications for Movie Makers: 1. For School Teachers or Students: A current enrolled student in any Public High School within District 1 and 2 of Tondo, under the Division of City Schools of Manila, to be supported by a letter of recommendation and approval to join by the Class Adviser and the School Principal. 2. For Amateur Movie Makers: An amateur movie maker residing in Tondo (Districts 1, 2 and 3) who has not joined, directed or produced any Movie shown in any commercial production or in any major public circulation Rules for each Entry: 1) 70% of the total number of the Actors and Staff should be from Tondo to be supported by a government issued document or identification indicating complete address such as school records, barangay certificate, NBI clearance etc. 2) A Movie maker may submit a maximum of two entries. 3) The script should be written primarily in Filipino. 4) Any video capturing device should be used provided that it will provide clear images and good visual definition. 5) Members of the Organizing Committee of Cine Haraya are disqualified from submitting entries. 6) Dulaang Tobias members are disqualified to be a member or to form part of the Screening Committee and the Board of Judges. 7) Total running time of the movie should be at least 15 minutes (for SCHOOL CATEGORY) and, 30 minutes (FOR AMATEUR CATEGORY) which shall include opening & closing credits. The visual presentation should not include obscenity and nudity. Appropriate sensitivity in consideration of the purpose and definition of Cine Haraya should be applied in the use of profane or offensive vulgar words. 9) Necessary permissions/ permits should be secured & proper credit should be attributed for the use of any original or copyrighted materials such as music, video or excerpts from other movies or plays. 10) All Movies must not be produced and controlled by commercial companies or organizations to ensure the artistic independence of the movie maker. 11) Entries which is already finished or in production before 15 October 2012 will not be accepted. 12) There will be a Screening Committee composed of individuals from media organizations and religious communities tasked to evaluate the movies according to the rules set forth and will provide the final list of entries. 13) The Screening Committee will have the authority to instruct the deletion of scenes that do not meet the criteria and rules set forth by Cine Haraya Organizing Committee. 14) All Movies must be ready for screening on or before January 15, 2013. 15) Dulaang Tobias Foundation will have the right to receive ________ from the total earnings of ticket sales in the Screening dates. 16) Excellence of the movie entries shall be judged on the prescribed criteria without regard to the cost of its production. 17) The decision of the Board of Judges is final. The board reserves the right not to give awards in any category should no entry merit it. SUMMARY SCHEDULE OF CINE HARAYA 2014 Submission of Entries: Sep 1 – OCTOBER 15, 2013 Announcement of Final Entries: Oct 1, 2014 Movie Showing: February 7 – 23, 2014 Culminating Activity: March 8, 2014 CRITERIA 1) Originality ------------ 20% A movie should have an original perspective & presentation of its content. Its’ beautiful imagery is complemented with creative touches. 2) Artistic Merit ----------- 20% A movie is judged on its visual presentation, screenplay strategy and its dramatic impact summarized by the Actors. 3) Content -------- 20% Content is the power of the story and screenplay. It also refers to the synergy of text, music, sound and animation geared towards communicating a unified vision or theme of the story. Each aspect should be clear, relevant to the theme and appropriate for the audience. 4) Technical Validity ---------- 20% This talks about the Technical aspect of the Movie such as the visual definition of the camera, insertion of music, quality of sound, screen play, cinematography and special effects. 5) Overall Experience ---------- 20 % The overall experience encompasses the emotions, connections, and perception elicited by the Movie from its audience.
