WE HAVE ONE WEEK TO RALLY! Dear advocates, The Ohio Department of Agriculture introduced rules to govern standards of care for dogs in commercial high-volume breeding facilities. The proposed rules are a first step, but we need YOUR help to ensure we get the most we can for dogs languishing in Ohio’s puppy mills. The Joint Committee on Agency Rule Review (JCARR) will meet to vote on the proposed rules Monday, September 23rd at 1:30 PM in room 121 (McKinley Room) at the Ohio Statehouse.* We are asking you to help us by sending a personalized e-mail or making a phone call to your lawmakers and JCARR committee members, asking for the rules to be strengthened. Testimony must be brief (no longer than 3 minutes) with content restricted strictly to the proposed rules. TAKE ACTION FOR OHIO’S PUPPY MILL DOGS STEP ONE: SEND AN E-MAIL – MAKE A CALL Please take a moment to make a call or send a personalized e-mail to your state representative and state senator. Feel free to use the sample below as a guide, but be sure to personalize your e-mail so that it stands out. Form letters simply do not have the impact a personalized letter has, so be sure to make it your own! SPECIAL NOTE: Please see the list of JCARR committee members below. Find your HOUSE member here Find your SENATE member here Helpful Tips • Be respectful: Never (ever) use offensive language or language that could be interpreted as threatening. • Restrict your comments to the issue at hand: E-mails should be succinct and focus on the proposed rules. • Stay short and sweet: Long, rambling e-mails do not get read. Stay focused and don’t venture off topic. • Say “thank you!” Remember, this is your passion, not necessarily theirs. Always be grateful and respectful for people’s time. SAMPLE LETTER Dear Representative {NAME}, I am writing you today with concern about the proposed Commercial Dog Breeding Rules scheduled to be before JCARR on Monday, September 23rd. {*If your member is NOT a member of JCARR, add something like ”I ask that you please share my concerns with JCARR Chairman Rep. Ross McGregor.”} I have worked with rescue dogs for over ten years and have witnessed firsthand the challenges puppy mill dogs face from being forced to live lives of deprivation. Simple changes to the proposed rules will make a tremendous difference for the lives of these dogs. Not only will these simple changes improve the daily living conditions for the dogs, they will have a significant impact on the dogs overall health, welfare and temperament once they are “retired” i.e. rescued from a breeding facility. These rules were put in place as a result of a measure to protect dogs, and I respectfully request that these simple changes be made in order to ensure the dogs are afforded that protection. • Require that EACH dog be afforded double current USDA cage size requirements. For example, two dogs should be housed in a kennel that is no less than four times the current space required by the USDA. • Address excessive temperatures by requiring that licensed kennels be kept between 50 and 85 degrees Fahrenheit at all times. • Specify that gridded or "open" flooring not have any gaps larger than 1/4th of an inch. • Require clean, drinkable water be provided at all time. • While the rules require exercise, they should also require exercise pens and mandated respite from cages for a specific period per day.
