USA Swimming has a code of conduct and pre-set penalties for violating it. When Phelps broke it (DUI) the agency acted swiftly to suspend him (and his stipend) for the standard length of time. Seems USA Swimming learned something from the recent NFL morass. One of the great thing about organized sports is that t hey are prescribed with rules for how to play the game (how to play and how not to play). This gives players (kids especially) a way to strive within a contained arena with rules clearer than those found off the field. Its appropriate that sports agencies extend their reach off the field, all the better when the rules and penalties are clear, violations are judged fairly, and discipline issued swiftly without bias.
