USA is the most modern and developed country, it is generally thought. But I am surprised that even in the age of rule of law USA laws have some serious and noticeable blunders, one of them is President’s limitless powers about the matter of war, it may safely be said only president could send the troops to fight even without the “Congress approval”. Today a newspaper said “Obama has power to use force without Congress approval; WASHINGTON, Sept 2: The draft legislation that US President Barack Obama has sent to Congress, reminds the lawmakers that he still has the power to use military force in Syria without their authorisation. In a section titled, `Authorisation for use of United States Armed Forces, Mr Obama specifically says that `nothing in this joint resolution supersedes any requirement of the US War Powers Resolution of 1973`. The 1973 resolution is a federal law which allows the president to send US troops to a war theatre for up to 60 days. This 60-day period can be extended for a 30-day withdrawal period”. Even in the age of rule of law, USA president is repository of infallible wisdom in order to take the lives of innocent people, whether they are rebels or criminals no matter, still he can shed their blood even for his “cheap emotional satisfaction”.
