Uhuru to lead public servants registration Monday By Oscar Obonyo Saturday, August 30th 2014 The registration of public servants in both national and county governments via the.biometric system kicks off tomorrow at 9am. President Uhuru Kenyatta will officially kick-start the exercise alongside Deputy President William Ruto and the Governor of Nairobi, Dr Evans Kidero in their respective offices. “We have also written to all the Cabinet secretaries asking them to lead their ministries in undertaking this exercise. Our human resource officers will be available to provide support” said Anne Waiguru, the Devolution and Planning Cabinet Secretary. All Public servants working in ministries,.departments and agencies at the national and county governments will be required to physically present themselves at the identification centres with original identity cards, duly completed biometric data form, original academic and professional certificates and a letter of first appointment. According to a Press release from the Devolution Ministry, other documents required include a letter of appointment to the current substantive post, current pay slip and a birth certificate. Photographs and fingerprints will also be added to details already in the database. Civil servants are however opposed to the registration of employees afresh. See Also: Were coming for you, Uhuru warns officers protecting drug barons Union of Kenya Civil Servants Secretary General, Tom Odege, has warned the Government against victimising “innocent workers who were hired competitively.” The biometric registration of public servants will run parallel to the ongoing staff rationalisation both nationally and in the counties. “This exercise will contribute significantly to the rationalisation of the public service by determining the actual numbers of public servants and will also be used to cleanse the payroll at both levels of Government, hence bring a stop to the issue of ghost workers,” said Waiguru. The exercise is undertaken under the Capacity Assessment and Rationalisation of the Public Service (Carps) programme. The overall objective of Carps is to align Government structures, processes and programmes to the mandates and functions of national and county governments to enhance efficiency and effectiveness in Public Service delivery in line with the Constitution. Ultimately, the programme will ensure Government functions are structured and staffed to facilitate transformation of the public service.
