Under the Consumer Protection Regulations, 2005 - the dress code has been prescribed as under - 4. Dress code.-(1 ) The President and members of every Consumer Forum while presiding over the Benches,- (a) shall wear simple and sober dress; (b) shall not wear- (i) flashy dress or dress display any affluence; (ii) Jeans or T-shirts. (iii) as if they are holding Courts as Judges of a High Court or a District Court. (2) The advocates shall be allowed to appear in the usual dress as prescribed by the High Court but without the gown. Yesterday I appeared in Consumer Forum in usual ordinary dress. I was not allowed to speak in the Forum saying that I have not followed the prescribed dress code. I argued that the above rule is inclusive and not exhaustive. In sub-section dress code lays down simple dress for members of the forum. That they should not wear dress as if they are High Court judges or District court judges. But they seemed to wear dress meant for District Court Judges. Sub Section 2 says that Advocates shall be allowed - It would mean that though advocates are also supposed to wear the dress meant for Members of the Forum but an exception shall be allowed for advocates since they may be required to appear in different courts on the same day. To avoid any hardship to advocates to keep changing the dress on the move, this exception was created. The presiding member did not agree to my contention. I disagreed. But he enforced the rule by asking me to keep quite. Use of high handedness. The matter of order in a courts should have been settled in a separate court. If the legislature had meant that advocates shall wear dress prescribed by High Court then it could have used to words - the advocates shall wear. Similar words I think have been used in rules prescribing dress for High Court. My sense of interpretation is extremely strong. I do not fail so easily in the matters of interpretation. But by use of superiority in court I was insulted and let down. What you have to say friends. Is a writ made out on the subject.
