Unless Congress is intentionally conspiring to mandate a pro-hispanic racist public policy that white Americans must and shall become a racial minority in the United States by operation of law, any Immigration Reform law should provide that for every illegal alien now or hereafter in the USA, that for immigration quota purposes, an equal number of white Europeans shall be admitted to the United States on a parity with the total number of Hispanics now residing, or hereafter entering the United States, lawfully or otherwise.
