Unlike in Russia and Belarus, Mr. Yanukovych faces an opposition capable of mobilizing millions into the streets and assembling tens of thousands into self-defense units. The country faces a regional divide that could leave Kiev and most of Central and Western Ukraine outside the control of Mr. Yanukovychs regime. Ihor Smehsko, who headed Ukraines security service when Mr. Yanukovych was prime minister in 2003-2004, predicted Monday that in the event of mass repression the armed forces and security services will split along the countrys East-West cultural divide.
