... Until 2003 (under Hussein) Sunni Arabs in Iraq held power. Since then they have effectively had none; and for 10 years they have seethed with resentment and many have turned to terrorism. Oil reserves in Iraq are almost all in Shia or Kurdish territory. A post-Islamic State Iraq could work only if the Shia majority were prepared to concede to the Sunnis a generous proportion of their power and resources. That seems improbable ....
