VACANCY ANNOUNCEMENT The Norwegian Refugee Council (NRC) is an International NGO with regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Addis Ababa, Dolo Ado, Shire and Asosa) and Yemen (Sana’a, Aden and Haradh). Position Vacant: Wash Officer Reporting to: Shelter/WASH Project Manager Duty Station: Haradh Duration of Contract: One Year Main Responsibilities include: 1. Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders. 2. Help plan activities to reduce WASH-related risks. 3. Collate data from field activities and prepare regular reports on all WASH activities. 4. Coordinate with the other Officers to ensure that the various aspects of the WASH response are integrated. 5. Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as health and shelter. 6. To represent NRC in co-ordination meetings with the other IPs, section and block leaders and other stakeholders 7. Preparation of reports, guidelines and other strategic documentation Required skills and qualifications 8. Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services. 9. Oversee the construction and rehabilitation of water supply, drainage and sanitation latrines facilities ensuring that the constructions are of the highest quality and as per specified technical drawings. 10. Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities. 11. Advice on quality control of all water and sanitation activities – travel regularly to all the NRC construction sites assessing construction and M&E procedures. 12. To assist and participate in community mobilization. 13. Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH program. 14. Help identify needs for non-food items relevant to hygiene, participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring. 15. Recruit, train, and manage incentive workers (Hygiene Supervisors and Promoters) including performance appraisal. 16. Organize day-to-day logistics, administration, and personnel activities together with the Shelter Project Officer in the assigned area. 17. Supervise Sanitation activities and resources so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations. Required skills and qualifications: • Technical background in Public Health. First degree or postgraduate diploma in Public Health, Environmental Health, Civil engineering or water and Environmental engineering or similar relevant discipline. • Proven practical experience in the planning and execution of WASH Programs of at least 3 year’s experience in a humanitarian and development program preferably with an INGO. • Proven ability to use MS Office software (especially Word and Excel) is essential. Experience with other computer programs such as SAP 2000 and Microsoft Project would be an advantage. • Experience in the rehabilitation of water and sanitation networks, rainwater harvesting and irrigation schemes is a strong advantage. • Strong communication skills. • Able to work under pressure and for extended working hours. • Can prioritize tasks and manage pressure. • Strong analytical skills, able of making decisions • Strong leader and a good team player.
