Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020. MISSION CONTEXT Following the year long crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the boarder. ACCOUNATBILITIES Line manager: Cash Assistance Program Manager You will be responsible for the superivsion of N/A General objective of the position: monitoring the distribution and the utilization of cash in an accountable way, and promptly record and report on it Tasks and responsibilities: Collaborate to the development and formulation of the monitoring tools Collecting information from the field sites, following the modalities previously discussed and agreed in staff meeting Proper utilization of monitoring tools, such as the formats and the questionnaires Carrying out the post distribution monitoring, respecting the plan previously agreed in staff meeting Visiting the field to monitor key indicators of the distribution and the utilization of cash by the beneficiaries Participate to the follow-up and analysis of the market dynamics (price trend, availability, supply chain, etc), if required Promptly report on the collected information, participating in the post-distribution reports and collaborating with the Program Manager to prepare monthly and final narrative reports Responsible for regular reporting on findings and coordination with appropriate departments for the dissemination of information Filing and maintain program records, projects’ documents and collaborate in the capitalization Report on problems, challenges, constraints and collaborate in ways to solve them and move forward Ensure accountability, efficiency and impartiality while meeting beneficiaries Quality assurance while performing working activities Provide information to individuals and groups regarding program offerings, if required Ensure the linkage between the Organization and the beneficiaries Collaborate in giving recommendations in order to improve the cash activities and share them with line manager and working team Develop and maintain effective working relationships with the other Organization’s departments Perform other tasks that may be assigned from time to time by the Cash Assistance Pm THE CANDIDATE’S REQUIREMENTS Mandatory requirements Communicate effectively, both verbally and writing in English and Arabic Good analytical, assessment and report writing skills Work cooperatively in a team environment At least 2 years of experience in similar positions Experience in applying monitoring tools Experience in working closely with communities affected by disaster including expertise with participatory methods A sound understanding of international relief including experience of emergency response situations Computer skills: Word and Excel Liason and organizational skills Desirable requirements Experience in working with humanitarian international organizations Working knowledge of key humanitarian standards Driving license EDUCATIONAL BACKGROUND: Prefere the candidates holding university degree CONTRACT CONDITIONS Period of employment: until the 30 of September Starting date: around the 14 of Agust The salary will be defined regarding the HI salary scale on-going.
