Many proposed changes will have a bad effect on dog owners and breeders. For example:... --Requiring a minimum of 3 acres for a kennel license - which is required for 5 or more dogs - previously there was no acreage requirement and it was by right in any A1 zoning. There are many “kennels” in Powhatan with 2 or less acres. --Changing the definition of a private kennel from allowing incidental sales to moving sales to commercial kennel (and commercial kennel requirements are onerous.)
