He was receiving the balance of 500,000/= from a complainant who had earlier reported to the IGG, and on sighting the officers who had come to arrest him, he took to his heels and vanished in thin air leaving the money on his table in office.... Its alleged that in 2013, Tobias who is attached to the Homicide department was paid 2 Million Shillings to release suspects who had been arrested over Mob justice....
