Procurement Officer Background: The East Africa Trade and Investment Hub (TIH) project is intended to spur inclusive economic growth by promoting an enabling environment for trade and investment and increasing East African trade and investment, particularly to and from the United States. The project will build upon prior investments to increase regional trade competitiveness and reduce poverty. Objectives and Duties: The Procurement Officer is responsible for the procurement of goods and services for the East Africa TIH project, including technical and operational needs, and ensuring that all procurement operations are executed in accordance with USAID regulations and DAI policies. The Procurement Officer is responsible for overseeing and maintaining the integrity of the procurement process, including accurate procurement documentation. The Procurement Officer is responsible for, but not limited to, the following functions: Manage all field‐initiated procurement processes, ensuring compliance with DAI, FAR, and AIDAR regulations. Conduct vendor negotiations, negotiate purchase order terms, and write negotiation memoranda. Prepare and issue solicitations and amendments. Prepare purchase orders, modifications, and requests for operations subcontractor consent, as necessary. Manage proposal evaluation and vendor selection processes. Maintain and track all local procurement and operations subcontractor data in TAMIS, and ensure close‐out documentation is completed in a timely manner. Ensure all supporting documentation is complete, accurate, and uploaded to TAMIS. Monitor, track and expedite all TIH procurement activities and delivery status of goods/services. Manage and maintain/update vendors list on regular basis. Ensure timely and accurate entry of vendor information in the system. Coordinate and expedite purchases either locally or internationally, collaborating with the Home Office if necessary. Identify potential vendors and suppliers both domestically and internationally. Participate in activity work planning, and proactively conduct market research in support of anticipated operations and technical needs. Train local staff in aspects of the procurement process, including evaluation committees. Perform other related duties as assigned. Qualifications: Bachelor’s degree in a relevant field. 3-5 years of professional experience in subcontracts, grants administration, and/or procurement required Good working knowledge and experience administering government contracts, subcontracts, and grants with FAR regulations is essential. Prior experience with government contracting/subcontracting methodologies is required Fluency in English and Kiswahili. Excellent verbal and written communication skills. Computer literate with e-mail, word processing, and spreadsheet experience. Strong judgment and a commitment to fair and ethical procurement practices. Supervisory Responsibilities: The Procurement Officer will have no supervisory responsibilities. MANAGER, PROCUREMENT Reporting to and in consultation with the Chief Manager, Finance and Strategy, the Manager, Procurement will be responsible for providing efficient and cost effective procurement services to support ICPAK. The holder of this position will deliver high quality professional procurement and administration services and lead the development and implementation of tools, processes, policies and practices covering all aspects of the procurement function. Responsibilities Overseeing of all operational procurement issues Developing and implementing policies, procedures, tools and guidelines to ensure effective and efficient procurement processes in the Institute and to assure seamless procurement services Liaising with Institute staff to train and build capacities in conducting of procurement transactions; ensuring cost-effective, efficient and prompt delivery of goods, works and services Ensuring effective tendering, procurement, pre-qualification and supplier evaluation processes. Managing all procurement for the Institute from purchase requests to inventory management Conducting market analysis and continuous surveys on quarterly basis to identify best practice procurement practice Developing, tracking and auditing procedures to ensure procurement guidelines are followed Overseeing inventory management, asset registration and tracking Ensuring Institutes interests with regards to level of service, quality control mechanisms and value are maximized whilst maintaining good relationships with vendors across Kenya and globally. Determining quantity and timing of deliveries and keeping track of lead times throughout the procurement process Working with departmental managers and other staff to forecast demand of procurement services and to ascertain that goods are received as ordered and payments processed only for certified confirmations of deliveries or service Periodic reporting of procurement activities and projects Supervision of procurement department staff to ensure best practice and knowledge transfer. Working with the legal services team to ensure suitable agreements that would ensure appropriate terms of engagement with suppliers Advising management on required areas of improvement to enhance procurement processes Experience: The ideal candidate will have: 5 years of experience at a similar management level preferably from the public sector (Knowledge in Kenyan Government procurement procedures – Public Procurement & Disposal Act and Regulations). Acquaintance with donor procurement principles and procedures like the World Bank is an added advantage High level of integrity and ethical behaviour Knowledge of automated and web-based procurement systems Experience with contracts, bids and design specifications Experience with global sourcing. Ability to identify and analyze strategic issues, opportunities and risk Excellent communication skills and an ability to work effectively with people at all levels in the organization and with international suppliers and partners Demonstrated management and organizational skills in a multi-cultural environment Demonstrated ability to provide innovative technical leadership by performing and/or overseeing the planning, development, and management of procurement, inventory and other operations Good writing skills and experience in development of Board papers Ability to motivate staff Expert level of knowledge in procurement including, but not limited to sourcing, pricing, contracts, relationship management and due diligence on suppliers and contractors.
