Vacancy: LEGAL SERVICES UNIT LEGAL OFFICER Job Summary: The Legal Officer is responsible for providing legal advice to the Ministry of Planning and Sustainable Development in the interpretation of legislation and the provision of legal assistance in matters as they relate to operations of the Ministry. Key Duties and Responsibilities • Advising on legal issues relating to the administration, interpretation and enforcement of laws relative to the work of the Ministry • Drafting contract documents, Memoranda of Understanding, loan agreements, technical assistance agreements or project documents with legal implications for the different Units of the Ministry • Reviewing and updating existing legislation in collaboration with the Office of the Attorney General • Preparing documents for the initiation of all Enforcement matters of the Town and Country Planning Division i.e. Enforcements notices Complaints without oaths and summons • Conducting all pre-trial preparation for all Enforcement matters of the Town and Country Planning Division i.e. preparation of witness statements, gathering all documentation required for trial, briefing witness etc • Assuming the role of instructing attorney for the Enforcement matters of the Town and Country Planning Division where an advocate (DPP) attorney has been assigned to the file. Where no DPP attorney has been assigned, assuming the role of advocate attorney • Representing the Ministry of Planning and Sustainable Development in Courts across the country on a regular basis particularly for Enforcement matters of the Town and Country Planning Division • Vetting legal documents with potential legal implications for the Ministry • Investigating and advising on breaches of laws, regulations and agreements pertaining to and impacting on the responsibility of the Ministry Minimum Qualifications and Experience • An Attorney-at-law, admitted to practice before the Courts of Trinidad and Tobago • Experience in professional legal work falling within the portfolio of the Ministry of Planning and Sustainable Development • A minimum of one (1) year experience as a practicing Attorney-at-law • Ability to exercise initiative and independent judgment • Ability to dialogue with key members of the Ministry’s staff to facilitate the achievement of objective • Excellent research and analytical skills Please submit all applications by 20th December 2013 to: The Permanent Secretary Attn: Director, Human Resources Ministry of Planning and Sustainable Development 76 Henry St. Port of Spain
