Vacancy: Policy Officer Location Nairobi, Kenya Nationalities: Open only to Kenyan Citizens or citizens of other African countries with Kenyan Residency Permits Application Deadline: 5th September, 2014 Reporting to: Secretary General Languages Required: English and French Starting Date: 1st October, 2014 Duration of the Contract: 1 Year (Renewable subject to performance & availability of funds) Established in 2008, the Pan African Climate Justice Alliance (PACJA) is a continental coalition of Civil Society Organizations from diverse backgrounds in Africa. With a membership of more than 1000 organisations and networks, the Alliance brings together Faith-based Organisations, Farmers and Pastoralists Groups, Community-based Organisations, Non-Governmental Organisations, Trusts, Foundations, among other sectors with a common goal of promoting and advocating for Pro-poor, climate-friendly and equity-based responses to climate change. PACJA aims at unifying and coordinating isolated civil society efforts on climate change advocacy in Africa, so as to ensure that pro-poor and people-centered response measures are accorded considerable attention as governments in Africa seek to mainstream climate change into national poverty reduction and sustainable development strategies and actions. Job Summary: Under the guidance and supervision of the Secretary General, and working closely with the Programme Manager, the Policy Officer will lead and provide support to regular analysis of climate policy issues and positions, in Africa and Internationally. Duties and Responsibilities Keeping abreast of emerging climate change policy issues, especially with relevance to the UNFCCC and the IPCC, including monitoring ongoing trends in policy debates that are relevant to African countries while providing guidance on the negotiations & related activities; Working proactively with PACJA Secretariat Staff, National Networks (and focal organisations) as well as Sector-based regional organisations to enhance their capacity to effectively contribute to national (and regional) climate policy debates; Leading/proposing regular research studies (leading to policy briefs) to strengthen PACJA’s positions/standpoints on relevant issues to influence policy debates Monitoring and evaluation of the impact of PACJA’s policy and advocacy work and delivering regular analysis and updates. Any other tasks within the scope of the role as directed from time to time. Requirements A proven track record of inputting into and delivering on successful policy strategies within the development sector Experience on lobbying, advocacy and influencing within a range of decision makers e.g. National Governments, Inter-governmental Organisations, UN bodies, etc Demonstrable knowledge and experience in working in multi-country civil society initiatives, and ideally in at least 3 of the following topical issues; climate change, gender equality, food security, financing for development, post-2015 development framework. Understanding of a wide variety of advocacy and climate change-related programme approaches as well as expertise in undertaking research. Experience in international and UNFCCC Negotiations processes and/or national or regional climate policy making processes. Excellent communications (oral & written English), presentation, interpersonal, influencing and negotiating skills for engaging with a wide variety of contacts. Good conceptual and analytical skills and ability to think and operate innovatively. Good administration and organisational skills and ability to optimise independent use of time against variable workload. Good working knowledge of MS Office Possession of a University Degree in Environmental Science, Social Sciences, Development Studies, or equivalent qualifications. Advanced degree will be an added advantage, though not desirable. Fluency in English (both oral and written).
