Vacancy: Technical Assistance Manager: Pharmaceutical Services Location: Gauteng Reporting to: Head Pharmaceutical Services and Policy Support Program The incumbent will be responsible for providing technical assistance to the Department of Health at Provincial, District and Facility levels aimed at strengthening pharmaceutical services in line with Right to Care and USAID strategic objectives. The incumbent will be required to manage one or more field-based technical assistance portfolios based on these objectives. Qualifications & Experience • Master’s degree or other professional degree in a health related field • Pharmacist qualification is preferred • 5 year work experience providing professional services and technical assistance to pharmaceutical services and medicine management programs in the public sector • Experience with programs supported by international agencies such a WHO, World Bank and bilateral agencies such as USAID • Knowledge of medicine and health commodity supply chain management in the South African context Key Performance Areas among others include: 1. Technical Assistance Collaborate with Right to Care stakeholders both internal and external with respect to: Strengthening, Pharmaceutical Services: Strategic Planning and Implementation • Plan, organise and conduct pharmaceutical sector assessments and conduct policy options analyses based on the assessment findings. • Develop reports that outline the problems/gaps in pharmaceutical services and make recommendations to remedy the findings. • Provide support to provincial and district counterparts in the evaluation of pharmaceutical systems; determine the optimal mix of methods for budgeting and managing of supplies and implementation thereof. • Assist pharmaceutical service counterparts to develop and review policies in order to develop service delivery models Pharmaceutical Governance • Provide support to counterparts in the strengthening and improving of Pharmacy and Therapeutics Committees (PTCs) • Provide support to counterparts in the development and implementation of effective systems for medicines evaluation, appropriate formularies and essential medicines lists • Assist counterparts to develop monitoring systems to track therapeutic effectiveness and adverse reactions of medicines used in the health systems • Ensure that pharmacoeconomics is appropriately incorporated into the medicine selection process of health systems • Assist counterparts in meeting the training and capacity needs of pharmacy personnel in the public sector, pharmacy technicians and other auxiliary pharmacy personnel. Supply Chain Management • Support counterparts in identifying best options for managing supply chain systems in order to maximise efficiency and effectiveness, including consideration of various combinations of centralisation/decentralisation and public sector service delivery • Provide TA to implement and sustain an effective supply chain management system for medicines and related commodities with respect to: quantification of needs; procurement/tender management; distribution and transport; financial management; human resource management; pharmacy management information system and performance monitoring. Private Sector Collaboration • Support counterparts in the facilitation of public-private sector collaborations in relation to NHI objectives. Including the design, implementation and monitoring of medicine management systems appropriate to the type of program Use of Medicines • Collaborate with the Head of the program to design/implement studies in order to evaluate the pharmaceutical service delivery by determining the medicine usage patterns and causes of irrational use of medicines and commodities in the public sector • Collaborate with Head of the Program to design/implement programs in the promotion of rational use of medicines and related commodities. The program is to be aimed at health care providers in the public sector and determine medicine seeking behaviour of consumers aimed at improving adherence to prescribed therapy. • Assist counterparts to develop, implement and evaluate the impact of medicine use review programs. Programmatic Implementation • Support the development and implementation of TA to improve medicine management for priority disease programs. 2 Program Management • In collaboration with all TA Program stakeholders both internal and external at all levels, provide support and technical leadership on Pharmaceutical requirements as defined in the TA Program of Right to Care and any of their benefactors 3 Training • Collaborate with RTC Training Department to develop, test and deploy tools and manuals to support research, training and TA initiatives 4 Ad Hoc Projects • Work with the Head of Pharmaceutical Services and Policy Support Program and team members in the facilitation and implementation of ad hoc projects.
