The State gives counties the infrastructure surtax because it is an effective way to raise the massive revenues needed for huge capital infrastructure projects. Only 12 of the 67 counties dont have surtaxes of some kind. Gas tax does not raise enough to maintain 600 + miles of road. The 1 penny surtax tax is not charged on food, housing or medicine and up to 30% of it will be paid by visitors to the County. With the County budget paying for Fire/Rescue, Law Enforcement, Social Services (mandated by the State) and Public Works and other essentials, there is not enough left to handle an estimated $380,000,000 back log of road projects. And that is just County roads. All of the cities will also share in the revenues.
