Vocational Education is the need of the Hour GRADUAT AND POST GRADUATES ARE ONLY SWELLING THE UNEMPLOYMENT RANKS Today India has +300 million un-employed or under-employed youth, but, we seem to be still interested in encouraging 10+2, and BA / MA, B.Sc / M.Sc, B.COM… types, who can only do the clerical jobs! In ‘Colonial India’, under British rule Sir.Mackauley has introduced reforms in Indian education system, more than a century back. As a result the present ‘college’ education system has evolved, which we are still following, with some changes now and then. The British have left. Even after 56 years of independence we are finding it difficult to produce qualified, trained and skilled manpower of international standards, to face the global competition. This is mainly because our education system continues to remain unchanged. The present ‘college’ system does not prepare the youth for ‘skills sets’ required to run a nation nor does it provide scope for employment or entrepreneurship! The entry of IT and software has definitely brought in some changes in Indian education system, but only to some extent, because in IT & software some such skills are available to the youth in India. However this only comprises 2.0% of the GDP in India and rest of the world. We need ‘skills sets’ also for the balance 98% of economic activity i.e., Manufacturing, trading and service sectors. For example the Tourism Industry is seven times the size of I.T. US Tourism budget today is $3,700 billions per year. We should have given at least seven times more importance than what we are giving to I.T., since it is a great employment generator and revenue generator The Govt. of India and all state Governments, including A.P. have taken this into cognigence, in order to find a solution to the increasing unemployment and as well dropouts problem, particularly at 10+level. Central Government and all the state Governments have reached a stage where they are finding it difficult to provide the employment. The solution is to encourage and promote Vocational education and training in a big way. Even Vision-2020 Document accepts the same. Developed countries have already adopted it and showing a path to the developing countries. In Germany and Central European countries, nearly 80-90% of the children entering the age group of 14 and beyond go in for vocational education & training. Only about 10-15% go ahead for higher studies. The same is also with America, Australia and other countries In Central Europe, at any given time, nearly 1.5%-2% of the countries population is under some sort of Vocational Education & Training or skills development programmes, irrespective of the age levels. China already has + 1300 vocational Courses in position. India needs at least 25-27 million people every year, trained in Vocational Education. Vocational Education not only finds a solution to the increasing dropouts and unemployment problem in India, but, also finds solution to an acute problem of the heavy short age of qualified, knowledgeable and technical personnel in the country, including rural India. We need any ‘skill sets’ to run a modern economy. This aspect seems to have been forgotten by our planners. We got to change that situation by encouraging Vocational Education & Training, rather than continue only with the conventional ‘college education’, as practiced today. Vocational Education opens new avenues to more and more jobs, plus more self employment opportunities, in India and abroad. The global demand for technically trained man power with ‘skill sets’ is increasing day after day. Hence, ‘Vocational Education’ has become the Need of the Hour, to build our Nation. This is a global phenomenon today. It is very good news, that, Board of Inter mediate Education-A.P., is offering 45 Two year Intermediate Vocational Courses (10+2)
