WASH Coordinator - Somalia WASH Coordinator Bossaso, Somalia, with frequent travel to field sites in Somalia Background The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The Horn of Africa and Yemen regional office is based in Nairobi with country programmes in Somalia, Kenya, Ethiopia and Yemen. There are also non-operational region wide initiatives, focusing on advocacy and capacity building, and are supported from the Nairobi regional office. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. In the Somalia programme, there are currently over 300 staff working in six main programme offices in the Somalia country programme including Hargeisa, Bossaso, Galkayo, Mogadishu, Dollow and Beletweyne as well as 11 smaller offices. DRC Somalia implements broad emergency and recovery programming including protection, livelihoods and food security, water and sanitation, governance and other programmes that fall within the five main pillars of DRC Horn of Africa and Yemen three year strategy for programming. The five programme pillars are: Integrated Emergency Response (IER); Integrated Protection and Empowerment (IPE); Community Driven Recovery and Development (CDRD), Turning the Tide (TtT) youth programme; and the Gain Resilience, Opportunities and Work (GROW) programme targeting rural livelihoods. Purpose The WASH coordinator will report to the WASH & Infrastructure Manager. As part of the implementation of WASH projects, the WASH Coordinator will support the area programmes in all aspects of project implementation, including quality programming, capacity-building, advocacy, M&E, documentation, development of guidelines and standardization. The WASH Coordinator will also provide guidance and support to the work of the WASH officers and Hygiene promoters in the country programme. The WASH Coordinator is responsible for overseeing the overall WASH direction of the Somalia program. Key Responsibilities • Lead all WASH projects in close collaboration with the Area Managers and national WASH coordinators in all area offices in Somalia. • Assist in development of project implementation plans (PIM) and implementation modalities in close collaboration with the Area Managers, respective project officers and implementation partners. • Provide technical supports on developing guidelines, training modules & materials, IEC/BCC materials. • Take the lead role for the projects’ wise quarterly monitoring and accordingly articulating brief but analytical reports on each of the monitoring visits (for every WASH project). • Participate and organize projects’ wise quarterly progress review meeting and present them during such meetings. • Continuously facilitate and guide the respective project officers for the fruitful implementation of the projects and also track their performances. • Continuously document good practices, lessons-learned, significant changes and cases along with quality photographs that shall be shared across the country for learning purposes. • Regularly support Area Managers on new project conceptualization and development of project proposals. • Represent DRC-Somalia in various WASH stakeholders’ coordination meetings in absence or along with the Area Manager. • Coordinate reporting on specific WASH projects and collating the 4Ws report. • Discuss necessary capacity building needs with the respective Area Manager for necessary improvement and measures including necessary capacity building requirements. Specific objectives: Program Development and Capacity Building: • Participate is key strategy meetings at country level to ensure that WASH sector objectives are aligned to the DRC strategic pillars. • Participate and coordinate proposal development including for major donors, CAP and CHF proposals. • Organize for continuous review of the WASH standards and guidelines for a wider social adoption among staff in all area offices. • Assist in recruitment of national and sector staff and train them to interpret and implement sector programs to the standards Quality control and Monitoring & Evaluation: • Undertake regular monitoring visits to project intervention areas with specific terms of references and subsequent monitoring reports. At least 30 – 40% of her/his time to be spent in visiting ongoing projects in the area offices for purposes of tracking the activities’ implementation in line with the required quality. • Develop monitoring tools to evaluate quality of project implementation at national level but also in line with the local context. • Organize feedback mechanism for beneficiaries through meetings, regular focus group discussions, to assess impact and quality of activities • Report any concern regarding quality of activities, performance of DRC or partner’s staff and/or misuse of resources or funds in a timely and confidential manner • Give continuous technical support to WASH staff and engineering team in all area offices equally and plan visits at least once in every quarter to each of the area offices as security may allow. • Organize/participate in assessments/evaluations as necessary per project objectives • Coordinate the comprehensive reporting and data collection for all WASH related activities. • Ensure that quality assurance systems are developed and applied for all WASH activities, with particular reference to the HAP Standard • Lead the development and/or revision, implementation and compliance of WASH standards, policies and procedures. • Establish and maintain accepted standards for the sector and ensure that project staff, partner agencies and recipient communities understand, accept and adhere to these standards. • Ensure professionalism in project implementation; and that projects adhere to reporting requirements of Danish Refugee Council and other partnering and funding agencies Coordination • Take lead in coordination and collection of WASH data which is regularly shared with the WASH cluster Somalia in the form of 4W matrices, throughout the year. • Work closely with, collaborate and consult with national authorities, INGOs and local NGOs, and community leaders as necessary during project design and throughout its implementation and handover. • Participate in specific interagency meetings related to WASH projects on a regular basis, particularly the WASH Cluster meetings in Nairobi and other relevant meetings at country and regional levels. • Coordinate data collection with other partners as may be necessary, during humanitarian gap analysis, CAP development and during emergencies. • Enhance local sector Management capacity of communities and thus program sustainability by conducting, training and monitoring of Community Sector Committees Finance, administration and logistics: • Respect financial procedures and ensure activities are kept within the set budget. • Track the projects’ wise budget expenditures in close contact with the Finance Manager, Area Managers and WASH project coordinators/officers. • Ensure adequate and safe information management/storage system is in place regarding project data in all area offices • Plan movements with sufficient anticipation and in compliance with DRC’s security policies Others Responsibilities • Any other reasonable task as may be assigned by your supervisor/senior Management. Conditions Availability: September 2013 Duty station: Bossaso, Somalia with frequent travel to field sites in Somalia. Bossaso is a non-family duty station. DRC will provide accommodation in shared guesthouse of moderate standard. Contract: 12 months with possible extension depending on availability of funding and performance of the candidate. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at drc.dk under Vacancies). This position is graded as A13. All staff are required to contribute to the achievement of this framework (drc.dk/HAF.4265.0.html) Qualifications Essential • Post-graduate degree in Engineering in Civil/mechanical or Architectural. • A minimum of 5 work years’ experience in implementing WASH related projects. • Proficiency in written and spoken English is required. Extensive experience in report writing and editing is required. • Good command of computer programs and applications with significant capabilities in computerized database and spreadsheet construction, and their practical application. Knowledge of AutoCAD is required. Knowledge of ArcGIS or other GIS programmes is an advantage • Experience in staff supervision/coaching and development.
