WHAT IS CSSPS? The Computerised School Selection and Placement System is a system used by the Ghana Education Service (GES) to place qualified Basic Education Certificate Examination (BECE) candidates into Senior High School (SHS)/ Technical Institute (TI)/ Vocational Institute. The operation of the CSSPS is carried out by a Secretariat which is a unit of the Secondary Education Division of GES. CSSPS was a policy change from the GES Council as a result of challenges emanating from the manual system of selection and placement. WHEN DID CSSPS BECOME OPERATIONAL? The CSSPS became operational in September 2005, two years after the GES Council has taken the decision in 2003 to implement it. About two years was used to do the preparatory work to ensure a smooth take off. WHAT DOES CSSPS SEEK TO ACHIEVE? It seeks to improve the manual system of selection and placement of qualified BECE candidates into Public and Private SHS, TI and Vocational Institutes by replacing the Manual System with a Computerised one. WHAT ARE THE MAIN REASONS FOR THIS CHANGE? The Ministry of Education (MoE)/ GES and other stakeholders in Education including parents identified the following short comings in the Manual Selection and Placement System: Human error arising from long and two-stage admission processes and loss of cards; Apparent lack of transparency in the selection and placement processes; High administrative cost; Loss of public confidence arising from many stories of perceived malpractices: Anxiety and frustration among parents during the selection and post selection periods; Alleged abuse by some Heads of SHS/TI of their discretionary powers to select candidates; Admission stories told by some students to fellow students which bother on nepotism, favoritism and preferential treatment – ingredients of school indiscipline; Disadvantages of using grades instead of raw scores; Restriction to one region in choice of schools. As a result of the above, the GES Council took a decision in the year 2003 to implement the CSSPS. WHAT ARE SOME OF THE BENEFITS OF CSSPS? Candidates can now choose schools from any of the ten regions and/or any district of their choice thus removal of regional restriction, and promoting national integration. Delays in the selection and placement of candidates into schools are removed. Human errors such as loss of cards and photographs of candidates are removed. The yearly regional selection meetings and the risks associated with the travelling has become a cost saving activity of the GES. The risks that parents face in search of school for their wards are things of the past. The selection and placement is more transparent and verifiable to win back public confidence and support. The computer is used to place candidates on merit. It addresses all other public criticisms and removes all negative perceptions the public may hold. It ensures a more efficient and effective use of human and scarce financial resources of GES. HOW DOES CSSPS OPERATE? SCORES of BECE candidates and not GRADES are processed for selection and placement. Scores of the following subjects are used: English Language Mathematics Integrated Science Social Studies for Senior High School students/Basic Design and Technology for Technical Students Students’ best score in one other subject (subject to policy adjustment). Candidates are required to write all subjects to qualify for selection. The computer automatically does the selection and placement of candidates, based on candidates performance and choices (school and programme) made. The results of the selection and placement are dispatched to all Senior High Schools, Technical and Vocational Institutes; and copies made available to all Junior High Schools, Regional and Districts Offices of GES on time. WHAT IS MY ROLE IN CSSPS? As a Ghanaian, the success of CSSPS depends on you. Your contribution includes helping to educate our illiterate parents/guardians on the need to take interest in the education of their children to a higher level. As a parent/guardian you are to: Pay the school and examination fees of your ward promptly. Assist your wards to select Senior High Schools or Technical or Vocational Institutes and programmes. Co-operate with the teachers/school counselors to determine the best programme option for your ward. Accept the selection and placement done by the computer and the final placement list issued by the GES. Remember the choice your ward makes today will determine his/her future. As a candidate, learn hard to qualify for selection, since selection and placement is purely on merit and no other consideration. As a teacher, your responsibility is to: Create a congenial and competitive learning environment and assist all children. Keep accurate and true records of pupils/students’ performance. Correctly complete the application form for the candidate during the batch registration process. RE-ENTRY BY PREVIOUS YEAR BECE GRADUATES WHO ARE RE-ENTRY CANDIDATES? These are candidates who for various reasons defer their admission into SHS/ TI/ Vocational Institutes in their qualifying year. Reasons for deferment include but not limited to transfer of parent/ guardian, health, loss of parent/ guardian, retirement, dissatisfaction with placement, etc. As a policy, candidates who sat for the BECE three years back are eligible as re-entry candidates in a particular placement year e.g. for 2010, re-entry candidates are candidates who sat for the BECE in 2007, 2008, and 2009. RE-ENTRY FORMS Re-entry candidates are mandatorily required to fill re-entry forms in order to make them eligible for the placement exercise. The re-entry forms are designed and printed by the CSSPS Secretariat and sold by GES. The forms are obtainable at all District Education offices at a small fee. In 2011, the forms will be redesigned. GETTING TO KNOW YOUR PLACEMENT After selection and placement Short Message Service (SMS) short codes are announced for candidates to send a text message to. This will inform the candidate of his/ her placement status. Lists of all successful candidates and their schools placed will be sent to: Regional and District Education Offices, SHS and Tech/Voc. Inst., JHS Individual Result Slip are posted on the Internet Admission (ESS/ TI) forms for individual Candidates are posted on the Internet for each qualified student. Candidates will have access to their Result Slip and ESS/ TI forms by printing it from myjhsresult.net. The candidate must buy the CSSPS scratch card in order to do this.
