WHY ARMM FAILED? QUESTION: Sir John, why ARMM failed? Is there a remedy? Do you think it should be abolished? What is your proposed solution? ANSWER: ARMM failed for two reasons: (1) the GPH national administrations after Fidel Ramos did not sustain the 1996FPA political concession between GPH and Nur Misuari, and (2) its legislative mandate, the R.A. 9054, lacks provisions that could make ARMM generate its own revenues. There is remedy, and it is in the hands of the MNLF. ON ABOLITION: If if is difficult to establish an institution (like ARMM), it is more difficult to legally abolish it. If you will abolish ARMM, you need national legislation, constitutional change, a good plan on what to do with the potential armed conflict that will result after you displace its thousands of employees. PROPOSED SOLUTION: As of now, MNLF is not a participant in thinking about solutions, hence, even if we have the best think tanks in the MNLF, we are not in the position to intervene. The PNoy Administration have pets in MILF and 15EC who think they can monopolize the solution-provider services without the participation of the MNLF.
