Water and sanitation Access to piped water within the County is currently less than one (1%) per cent of the population, well below the national average. Provision of clean and safe water to homes and business premises will be a top priority in my administration, together with a sustainable sewerage system in areas where none exists. Urban Growth and Development Un-planned urban settlements have been the undoing of most modern cities. In Homa Bay County, we must guard against the perils of unplanned urban development. I will ensure this by regulating buildings in urban centres and develop a building code that will be applicable throughout the County.
