We are looking for Site QC Engineer. Program Brief: Under the supervision of the program manager and the direct supervision of shelter and settlement program officer, the successful candidate will be responsible and accountable for ensuring the project quality control systems ( QMS) , procedures of IOMs projects in Dohuk are efficiently managed and supervised in project controls methodology to achieve Donors & Governorates and IOM project objectives. In particular, the site engineer is responsible for; 1. Implementing effective supervision monitoring of the project to ensure that the project scope, conditions of contract in the agreement to the fullest extent. 2. Able to read, understand and interpret Technical Construction Drawings, Bill of Quantities and Materials, Technical Specifications are in conformance to international quality controls building standards and practices 3. Should be able to review and approval of building materials, products, equipment’s used in construction efficiently 4. Shall be perform frequent project site visit and conduct QC audit and assessment at any given time and project location(s) in Dohuk region 5. Competent report writing , presentation and overall project controls and management skills and expertise 6. Shall oversee, and directly monitor contractor and consultants ( if any ), and solve any construction related issues 7. Coordinate and advise shelter program officer any major technical, contractual, and non-technical matters pertaining for their involvement and resolution when arises. 8. Conduct and participate in project level coordination meetings with partners, contractors, and donors ( when necessary) and oversee project QC records are maintained updated regularly 9. Keep current, and update the QC inspection plans and test data’s, record keeping, and QC audit result. Update Sr. mangers and design Manager when requested. 10. Ensure daily, weekly and monthly field progress reports are to a satisfactory standard 11. Able to understand, evaluate contractors progress claims and recommend for payment 12. Supervise, monitor, coordinate with CM’s, site engineers, QC engineers, and office engineers in the upkeep of project QC documents, inspection and Database in inspection and test plan ( ITP) and material testing and approval records 13. Any other project duties as requested by IOM Program manager and Sr. Managers. Desirable Qualifications: (Education, experience and competencies) University or college degree in engineering and / or construction management , Relevant on the job training and experience , specifically in Quality Assurance / Control area management expertise is highly recommended . Minimum one year experience in Dohuk infrastructure projects is added advantage. Good communication, report writing, presentation and people’s skills. Understanding and tolerant to complex social-political religious, cultural environments is necessary. Drive for results with effective resource management skills. Ability to work under extreme pressure in difficult conditions while maintaining security awareness. Flexibility and focus on processes and their improvements. Ability to work effectively and harmoniously with colleagues from varied cultures and profession through knowledge in English (spoken, written, and reading skills).
