We dont know what happened prior, or why she is walking along the highway? But she is clearly walking away when the cop attacked from behind, throwing the woman to the ground, immediately beginning to pummel her in the head. I saw no attempt at resisting arrest, aside from walking away. She lay there trying to cover her head. Ill assume for the moment that he ordered her to stop and get down on her knees, showing her hands, and she refused to comply. Is that reason enough to lay a good old fashioned public whooping?
